The Prime Minister's particularly significant shift on the United Kingdom's after-Brexit ties to the EU recently was intended to communicate to industry, to Brussels, and to European partners, in addition to his party members.

A leading commercial body last month published a list of further requests in other sectors to assist exporters deal with new bureaucratic hurdles that has hampered the goods trade.

Its own survey indicated that a large proportion of member firms believed that the existing agreement was impeding commercial success.

A host of further domains could, potentially, see a parallel method – alignment with internal market standards – in as a trade-off for minimising trade obstacles across production, in the car industry, industrial chemicals, or for example in arrangements for VAT.

Continental Response

European capitals were underwhelmed by the lack of ambition in earlier discussions, particularly the UK dismissal of suggestions put forward by some commentators regarding the simplified access of British exports to the single market.

The precise arrangements on power sharing and agricultural regulations is still to be settled. A plan for UK companies to be participate in a European security fund has hit a snag over the scale of the financial commitment, after reservations from France. Canada has joined the initiative.

Broader Environment

The UK has concluded arrangements to return to a university exchange programme and to discuss a young workers initiative. This has paved the way for ongoing dialogue.

Observers suggest that the release last month of a key US strategy document has also changed the environment on UK relations with Europe.

The document noted that the US would "encourage pushback" to the EU's present path and commended the "growing influence" of certain political parties.

Within the administration, there is an acknowledgement that the rapidly changing world has changed again.

Home Considerations

At home, the governing party also foresees being challenged on EU relations not just one opposition party, but also another, which is focusing on its key electoral areas in local votes.

The Prime Minister's latest comments are stem from a combination of economics, politics and global dynamics as the UK enters a year that will mark the decade milestone of the decision to leave the European Union.
